The Missing Nuclear Codes

Dear Detective,

If you are reading this, then you have been appointed the investigator on this case. My name is Beatrice and I am a manager at Weatherman Inn.

Yesterday, our cleaning staff found a briefcase in one of our rooms. When we opened it, it appeared to contain NUCLEAR LAUNCH CODES?!

The briefcase was found in room 001.

Clearly, it’s quite important we return this briefcase to the correct person, but we’ve lost the paperwork for the guests at our hotel. All that we have is the requests for each guest that checked out yesterday.

Here are the details:
Mr River wants a double bed.
Mrs Dixon wants a room with a sea view.
Mr Garcia wants a room on the second floor with a sea view.
Ms Kim wants a room that was not on the top floor and had a car park view.
Miss Avery wants a double bed, but not on the first floor.
Mr Franks has no requests.
Mrs Cook wants a room on the middle floor with twin beds.

The seven rooms where guests have recently checked out are: 001, 004, 103, 104, 106, 201 and 207.

Here is a floor plan of our hotel:
